Official Policies

The Work Guidance of Foreign Training For Public Servants During 13th Five Year

It is the decisive stage for the construction of a well-off society in an all-round way, also the hardest time of transformation and upgrade by structural reform. As a crucial part for talents introduction, foreign training brings worldwide advanced knowledge, technology and management experience, provides an efficient way for the cultivation of urgently-needed talented persons. The work guidance is made in order to thoroughly implement the new training regulations and requirements of temporary foreign training for public servants issued by central government of People’s Republic of China and State Council, strengthen the general plan, monitoring and management of foreign training for public servants, propel the innovative development of the work during 13th five year plan period.  

Part I  Guidelines and primary objectives

Hold high the great banner of socialism with Chinese characteristics, thoroughly implement the spirit of party’s third, fourth, fifth plenary session, follow the spirit of President Xi’s series important speech, especially the speech and indicative spirit of foreign talents introduction and foreign training work, closely focus on “four comprehensives” strategic layout, “five-in-one” general layout, carry out the development concepts of innovation, coordination, greentech, open-minded and mutual-share, insist on “focus on me, used by me, gain advantage avoid disadvantage, pay attention to actual effect, stress on high level, master, top and shortage talents, put National Program for Medium and Long-term Talent Development (2010-2020), stick to thrift and oppose against waste regulations, cadre cultivation regulations into practice, control total quantities, optimize structure, standardize management, improve quality, enhance the specificity and efficiency, win strong brain support for achieving two goals of one hunderd years.

Primary objectives

Strategy-led

Oriented by national targets and strategic needs, completely implemented the strategy of innovation-driven development, one belt one road initiative and talents optimization and development strategy, promote the whole plan on foreign training.  

Quality first

Seriously control scale, arrange the training program based on demand, single out the best trainees, select the reasonable training agencies; severely control the management of training process, improve foreign training quality, put stress on the evaluation of training effect and the transformation and sharing of achievement.

Stick to thrift

Implement the requirement of the Eight Rules of Political Bureau of the Central Committee, establish long term mechanism, strengthen budget control, strictly carry out expenses payment criteria, sternly crack down on discipline violation behaviors.  

Win-win cooperation

Practice “make a big learning country forever”. Based on the demand for China’s reform and opening up, we should explore the quality education and training resource at abroad, create training method, deepen the exchange and cooperation, gain mutual benefits and achieve win-win development.

Part II  Main work tasks

A.Promote the whole plan on foreign training

Local administration of foreign experts affairs, local administration department of foreign training should be tightly connected with the tasks listed in the outline of the 13th five year plan for national economy and social development in People's Republic of China. According to special plan, regional plan and local plan, combined with authority concerned, such as organization department, personnel department, foreign affairs department, finance department, the whole plan on foreign training will be promoted, strategy-led principle will be persisted, key points will be stressed, scale will be controlled; structure will be optimized; target and task will be cleared; quality will be improved.

B.Seriously control the foreign training program

1.Focus on the central task, and take the whole situation into account. Tightly connected with national major development strategy, strategy-led and leading edge will be persisted, further investigation and survey of foreign training demand will be done. Besides, the tough issues which curb the reform and development of local departments will be paid attention to. Central and local major talents projects, national major projects construction, key science and technology projects, key disciplines and specialities construction plan will be given priority to. Major objectives and important tasks will be cleared during the 13th five year plan period. Foreign training program of major fields will be highly supported, especially about basic research for whole development situation and key similarity technology research; benefit for the breakthrough of core technology in such field as message communication, new energy, new materials, aeronautics and astronautics, biological, medicinal biology, intelligent manufacturing; benefit for tough problem solution in such field as modern agriculture, urbanization, environmental improvement, health and the elderly citizen care, public service and so on; benefit for further adjustment of economic structure, structural reform of supply-side.

2.Focus on problems, pay attention to actual effect.

In order to the accuracy and effectiveness, we will persist in problem-orientation, and lay out the training theme and specific requirements of the training courses associated with the work practice of local department, important and tough problems arising in key areas and core links, and the gap in policy-making level, technology breakthrough level and industry development level. For some major projects which spend long cycle, need consecutive support, a scheme implemented step by step will be mapped out. Things will be arranged based on their importance in annual plan. The training will be organized and managed according to the idea of coordinating plan, designing overall, implementing step by step, integrating in a systematic way. The combination of Scheme implementation and annual plan will be attached importance to.

3.Strengthen the coordination, guide based on categories.

For the foreign training program of general similarity and highly relativity, for example, career education, teaching management, school internationalization, hospital management, coordinative plan should be made by executive competent authorities concerned. Participants’ selection mechanism and fruit demonstration and promotion mechanism will be established regularly. Stable foreign training program of high level and good reputation will be singled out. Major program guidance for foreign training will be made out, and the percentage of specialistic training and medium and long-term training program will be increased. Strategic scientists, sci-tech leaders, social scientific talents, enterprises and hi-technical talents will be vigorously cultivated. Talents with rich political knowledge, speciality knowledge, management skills and international horizon will also be cultivated.

  Local department should further investigate and survey foreign training demands based on the whole plan, foreign training program base should be established completely. According to national budget management requirements, the plan cycle of program base establishment is three years, rotation management will be carried out. The coordination of whole plan, program base, annual plan should be done well, annual plan should be mapped out based on corresponding annual plan base when declaring. Program base for next three years should be laid out every year. Criteria and requirements of program evaluation should be made. Organizer, number of participants, number of days, main training content and the necessity of training, program fund source should be cleared in each program. When new round of program base made in the 2th year, according to new situation task and requirement, two annual program base should be adjusted, and add a annual program base, three year program base will be made. Part of important program base beyond the year
